At the Seniors Winter Stableford
the group in front of ours waited past the start time for a player to turn up. The rules of golf say that late arrival incurs a 2 shot penalty should the whole group of been penalised 2 shots or just the late player?

Please find a copy of rule 5.3 taken from the R & A rule book: 5.3 Starting and Ending Round
a When to Start Round A player’s round starts when the player makes a stroke to start his or her first hole (see Rule 6.1a). The player must start at (and not before) his or her starting time: This means that the player must be ready to play at the starting time and starting point set by the Committee. A starting time set by the Committee is treated as an exact time (for example, 9 am means 9:00:00 am, not any time until 9:01 am). If the starting time is delayed for any reason (such as weather, slow play of other groups or the need for a ruling by a referee), there is no breach of this Rule if the player is present and ready to play when the player’s group is able to start. Penalty for Breach of Rule 5.3a: Disqualification, except in these three cases: Exception 1 – Player Arrives at Starting Point, Ready to Play, No More Than Five Minutes Late: The player gets shot. Exception 2 – Player Starts No More Than Five Minutes Early: The player gets the general penalty applied to his or her first hole. Exception 3 – Committee Decides that Exceptional Circumstances Prevented Player from Starting on Time: There is no breach of this Rule and no penalty.

I suppose we get around this by the committee declaring any late or early starts are exceptional circumstances so the rule an be ignored.

The Committee has not yet received a written complaint from any players in the match so will not be able to consider this matter without proper evidence of any alleged infringement of the rules. Should a written complaint be received it will be investigated but this must be time bound and not left for three months as has happened before. This forum is not a substitute for proper procedures to look at specific allegations like this.

Ian and Mike - could you clarify the extract from the rules you have quoted. Exception 1 'the player gets shot' Is this by firing squad at dawn ?

Glad to know that somebody reads the posts fully Robin!! Not sure if the firing squad should be at dawn, maybe we could have a poll of members to see what time they would like the firing squad? 8.00am?, 8.15am? Or 8.30am?

I suppose it depends on what you mean by dawn. After all it is light well before 8.00 even in the winter.

Not guilty about quoting the rules, I just quoted Ian’s post, my bit was on the bottom. Okay with the firing squad starting at 8 o’clock but suggest we start well down the alphabet, possibly somewhere around R

Peter, if you go to the “PEOPLE” page on the website you can view the committee in all their glory!! To start a new thread, first choose the Board you want to write on eg General, For Sale/Wanted or Golf Rules, then on the top right hand side of the page should be a Create Thread button!

Robin, you mention the committee, Committee? who are the committee? . is it just you? What about slow play, there should be a rule about that...... Peter - All of our matches have a Match Organiser. Most of the internal club Senior Matches which require entry on the computer are organised by me, external matches with other clubs are organised by Richard Curtis and Away Days are organised by Paul Farley. Any issues regarding the conduct of the match e.g. whether it is a qualifier, rule infringements, verification of the results on the computer etc are the responsibility of the Organiser. The Organiser acts on behalf of the Committee of elected officials which is made up of Captain, V Captain, Treasurer and Secretary. Any disputes or rule issues will initially be dealt with by the Organiser. It may be the Organiser will seek the help of the Committee or Club Officials e.g. the Pro to resolve the dispute. I hope this helps to clarify the procedures.
